A multiobjective, constraint, global optimisation problem under uncertainties (or resource allocation)

Allocating computing resources to scientific groups is a multiobjective, constraint, global optimisation problem under uncertainties. Such problems are among the hardest optimisation problem to solve. In this talk we review the objectives and constraints the Resource Allocation Committee (RAC) has to handle and how we deal with the difficulties.

I will focus on the allocation of CPU-hours, but briefly touch upon newer resources such as advanced user support and archive storage.
